Duty to Warn: Property Claim Fraud Recap

In my considered opinion one should change insurance carriers immediately if insured by Liberty Mutual. Their Safeco holding is, in my opinion, loaded with criminals who are engaging in racketeering. Senior Claims Adjuster Kent Stiles paid the owner of Protech Construction over $260K to demolish my home and replace it with junk. The original claim I filed when a tree limb fell on my bedroom and cracked it open at the seams has been made to disappear from my insurance records, but not from the database that houses claims histories. In my insurance record there have been placed three claims invented by Stiles. I’m sure that if I called in a claim now, I would be denied service. I contacted the president of Safeco, Tyler Asher, but he refused to respond to my plea for assistance. I guess Kent Stiles truly runs Safeco Insurance, and he is the number one reason you should find another insurance carrier before you ever have a need to file a homeowner claim.

Making a complaint to the Department of Insurance will get you nowhere because there are people working in that agency who help push the fraud along. John Mort, Sroufe, even the ombudsman Therese Gallagher would not help me get answers to the simplest questions. I have seen Sroufe’s name on other cases that have not been decided in favor of the consumer. These people say the most hideous things, like good luck making anyone believe there is something wrong with the structure that was built without my authorization when $300K was spent on the claim, the claim that now does not exist in either Safeco or Liberty Mutual files.

Next, the matter of the contractor, Los Angeles County Public Works, and the Contractors State License Board. While I have been silenced by Vincent Paglia’s filing of a frivolous defamation claim against me, I have acquired the documentation that shows he did not pass final inspection, a claim he has made for the last 3 years to the CSLB. They made him pay for shoddy workmanship, but they have not addressed the claim I made against this monster for demolishing my home without authorization, without building plans, without a predemolition inspection, without anything that is required by Los Angeles County Public Works. He claimed to be the owner of my property on the demolition documents. The notification that he had not passed final inspection and that the certificate of housing had been rescinded was sent to his general manager, who must have been told to ignore the notification. Following an inspection by Roy Itani of Public Works, I was sent notification of all the corrections that needed to be made and told that Public Works would work with the contractor of my choice to get the project completed. I should have been sent the first notification, and the second notification that was sent to me was not a part of the file created by Public Works.

At this point, I trust no one has the consumer’s interests or well-being uppermost in their considerations of how to continue covering this criminality over. I have submitted document after document that supports my claim of having been defrauded by both Safeco and Protech Construction. But I am not an attorney and only attorneys and courts can say when fraud has occurred. Well, ain’t that swell? Obviously, I can’t believe my lying eyes.

I just paid the greatly inflated property taxes the assessor couldn’t wait to charge me for this new construction that I did not authorize. It was not needed. There was nothing wrong with my workshop nor with the front portion of my home. However, Vincent Paglia took it upon himself to demolish my home and replace it with junk. This structure is not finished, is crumbling, has faulty electrical and plumbing. The floor in the bathroom is undermined by what has to be a gigantic leak. I reported this problem to Public Works more than 6 weeks ago, but nothing has been done about the hazard to my health and safety. Paglia told me I would never get the money back. I couldn’t get it back in the first place; Safeco paid him directly. I never saw the checks until several months after the project was abandoned. I never endorsed the checks and was under the impression that my claim was settled for $48K. I learned the reported about when I checked the claims databases.

Every agency I have contacted about this matter is now giving me the silent treatment. I guess I have nowhere else to report this travesty unless I go to court. However, I am no match for the legal enemies Paglia and Stiles can array against me. All I have is the truth.

Hear me well: Safeco/Liberty Mutual Insurance is sketchy. Get out before you need help. Protech Construction out of Brea, CA has a sketchy president. He makes veiled threats via phone then tells you to forget he had the conversation with you. This is a contractor to be avoided at all costs.

As there is no one looking out for consumers, I felt a duty to warn any and all who read this. The above listed companies and agencies are interested in maintaining their fraud network and they do not mind destroying your life and property.

Silencing or Censorship

It is beyond irksome that I am not free to speak my truth of what Safeco/Liberty Mutual, Protech Construction, LA County Public Works, Building and Safety Division, and the Department of Insurance have done to me since 2016. All are players in a massive scheme to defraud consumers. Property claim fraud. I feel a need to warn insurance consumers of the danger involved in filing a legitimate claim for damages. You need to be an expert in the relations between insurance claims adjusters and contractors, building and safety codes, and statutes of limitation. You need to be prepared because no one will help you get to the truth of the matter without an attorney. Attorneys won’t help once they know the players involved. You are quite on your own against forces you never even knew could be arrayed against you when you haven’t done a thing wrong.

How is it that my home was demolished without my authorization? Well, the demolition receipts state that Vince Paglia of Protech Construction claimed to be the owner of my property when he applied for whatever he needed to destroy my home. How was he able to do this?

Had to have had the help, guidance, direction of the claims adjuster, Kent Stiles, who is also the money man. Did you know that claims adjusters and contractors can engage in confidential relationships? They can hatch up whatever between themselves and never inform the consumer. Sweet deal, huh?

Then, for this coffin to have passed final inspection indicates another help from a department of the County that has no oversight. Public Works answers to no one, it appears, as they have helped stall my efforts to understand why I am living in squalor, with the flooring crumbling beneath the shower and the bathroom floor. How did this abandoned project pass final inspection, then later have the Certificate of Occupancy and the final inspection rescinded?

I have been told so many lies over the past 4 years by the insurer, contractor, Department of Insurance, and LA County Public Works. I have reported this activity to all I could think of to report it. As no one seems interested, I have begun to feel like I am swimming in the most corrupt sea that exists in state and local agencies and corporations.

Is this thing I’m wrapped up in a scheme to increase property tax revenues? Is it money laundering? Is it racketeering? I do know this is big time white-collar crime and we all know that is never punished in this country.

I have lived in Los Angeles’s second district for my entire life. Our first supervisor, Kenneth Hahn, was the best supervisor we ever had. He handed off to Burke. She must have become corrupt after working with Hahn because things in the district never got better, but declined. Then she handed off to Ridley-Thomas, and the manure really hit fire.

As the complexion of the district began changing from black to brown, services deteriorated more. I would say the district suffered from neglect that was not benign. For example, people who should have known about our water supply appeared to have no knowledge of our water service. This is how those elected to manage our water district were able to run it into the ground, providing the residents with rust-colored water for years.

It is my opinion that all involved are criminals. Vince Paglia is dangerous. He called to threaten me when he was supposed to be telling me when he would pay the judgment awarded me by CSLB. Instead, he told me the contractor he had working on site was dead and I knew that both the insurance company and I had paid him $260K when my original estimate for repair was $48K. Well, I told the insurance company to not pay Paglia, but I was overruled and he was paid anyway.

Did you know California insurance consumers can request a copy of their claim file? I didn’t know until a public adjuster told me. By the way, if you do have to file a claim, get yourself a public adjuster. The insurance adjusters working for the insurance company cannot be trusted to do right by the consumer, particularly when they are able to engage in those confidential relations that leave the consumer uninformed and at their mercy.

I got the first copy of my claim file by requesting it from the person who answered the call. That claim file had one invoice in it for $80K that listed all sorts of materials that did not exist on this site. When I notified the adjuster about this major discrepancy, he told me to file a police report and send him a copy. I did this, and he made them disappear.

As a test, I requested the claim file from Stiles. The second time around I received a large box filled with every email, invoice, exactimate, etc. Then, Stiles made the entire claim disappear, except for on the database that records consumer insurance claim histories. You need to know about those databases. Lexis-Nexis operates the primary database.

I have come to think that Safeco/Liberty Mutual is a shell company. The claims adjusters all know what Stiles is doing. I wrote to the CEO and President to notify them. As there was no response, I guess they don’t exist because I’d investigate charges of embezzlement or money laundering originating from my company, a company consumers are supposed to trust.

I know I’m rambling. It is what happens when I’ve been stifled (bless you Jean Stapleton!) and oppressed by a bully with a purse bigger than mine.

So, let me just drop this on you: if you have homeowner insurance, familiarize yourself with building and safety codes in your area; with statutes of limitation for breach of contract or other malfeasance; find out who the best public adjusters are in your area. If you have Safeco/Liberty Mutual Insurance, find another insurer. Kent Stiles is as dangerous as Vince Paglia. Beware.

The success or failure of your claim rides on the integrity of your insurance claims adjuster. He has ultimate power over your claim. He can do whatever he likes with your claim, including restricting who can see your claim file and interact with you, the policyholder.

If you live in California and you have filed either a property or auto claim in the last seven (7) years, you should check that your claims are recorded accurately in the databases that retain your claim history as received from your insurance company Claims department. In California, the databases are Verisk A- Plus and Lexis-Nexis. Of the two, Lexis-Nexis seems to carry more weight.

What you don’t know can hurt you, and the Department of Insurance will not help you. You will be forced to seek legal assistance to get the situation righted should you discover anything wrong. Why the consumer is required to spend money to prove the company “trusted” to insure your home has committed fraud is absurd. The fact that the Department of Insurance will not help consumers makes them appear complicit.

Beware of Safeco/Liberty Mutual Insurance. Those who have suffered losses in the recent fires should be extremely aware of their vulnerable state where insurance companies are concerned.
