According to the associate insurance compliance officer with the State of California Department of Insurance, Safeco Insurance has handled my claim in complete compliance with the Insurance Code and the Fair Claims Settlement Practices Regulations. Therefore, the following is all perfectly legal.
It is in compliance with the Insurance Code to respond to a claim 19 days after it is reported.
It is in compliance to fail to provide repeatedly requested documents that supersede an engineering report upon which claim settlement was based.
It is in compliance to fail to provide repeatedly requested itemized statements that accompanied checks paid to the contractor that should be in the claim file.
It is in compliance to fail to provide documentation of a whole-house red tag, upon which the destruction of my home and undamaged workshop was based that should be in the claim file.
It is in compliance to fail to report the rebuilding of my home, to carry the claim as repair only, and to fail to report the changes to Underwriting.
It is in compliance to falsify documents like the statement that itemized more than $80K of goods and services that were not performed nor were installed at this site.
It is in compliance to ignore consumer’s repeated reports of malfeasance.
It is in compliance to fail to honor the fiduciary responsibility the insurance company owes the consumer.
As of Earth Day tomorrow I will be living in this crime scene for over a year and have been attempting to resolve my problem with Safeco Insurance for three years.
Safeco adjuster Kent Stiles continues to fail to provide me with requested documentation. Vince Paglia lies to the Contractors State License Board about plans that never existed.
I am unable to get corresponding, itemized statements like the only one I have that corresponds to an $80+K check for materials and services not provided here, but paid for by Kent Stiles.
I am exceptionally tired of living in this crime scene. I think I have succeeded in having my property taxes lowered as I was finally able to get the assessor to come back out here and measure the property. When he came here before, he didn’t measure. He took pictures and the contractors word for the dimensions of the structure. The contractor told him the structure measured 816 sq ft. It actually measured 585 sq ft.
Not only are the insurance company and contractor crooked, the Los Angeles County Building and Safety seems to have some issues with their building inspectors. Not all of them are honest dealers. I had to write an online request to get the appraiser to come back here. He took a page from Stiles and Paglia and ignored my first three calls. Sending written notification prevented him from ignoring me any longer.
I am so angry about this situation that I could not sleep at all last night. Three years of claim mishandling and abuse from Safeco and Protech. Insurance companies have a fiduciary responsibility to their consumers. I should not have been less well off than I was before I filed my claim for damages. I should not have a smaller house with no amenities. I should not have to continue being a customer of Safeco, but I have already experienced Stiles’ manipulation of the information regarding my claim; he attributed my claim to water damage when it was wind that blew a tree limb onto the roof of my bedroom, the only room damaged in the incident. Stiles and Paglia destroyed my undamaged workshop, the entire front three-quarters of my home, all of my landscaping grown to support pollinators. I had to look at my front yard, barren and without any growth, or color for such a long time that I refuse to cut the grass. I prefer looking at green to brown.

My home of 63 years was stolen from me by Safeco Insurance and Protech Construction. They conspired to tear down my home when the only damage was to my bedroom; cracked open at the seams when a huge tree limb laid down on the roof in high winds. They tore down my workshop, which had no damage. They destroyed all of my pollinator plants; I had grown a honeysuckle blind on my side fence, had roses, rosemary, lavender, night-blooming jasmine, cacti and succulents, also night-blooming. I had a fig tree, a lemon tree, Christ’s Thorn. So much here for human and insect enjoyment, now completely gone.
This house is not a house. It is a poorly constructed structure that doesn’t have a front step that passes the Building Code. I had a front porch; now there is a slab. Rain comes into the front door because there is no longer any cover. I have to get drenched to come into my front door because it is open to the elements now, nothing like I had. I was training the bougainvillea to create an arch across my front; they killed half of the archway. Protech’s builder even stole all of my heavy duty steel fencing, my steel doors, my window bars. I do not have a back door, sufficient windows in my bedroom, no closet and none of the shelving I had was replaced. This structure does not meet Building Code standards, yet Kent Stiles signed and paid off Vince Paglia for destroying my home, and he did not report any of this to Underwriting, as he should.
I had copper piping; it was replaced with PVC. I had a heater in my bathroom ceiling; it was not replaced. I had recessed lighting in my living room; it was replaced with fire sprinklers, something I didn’t have before and for which I have no instruction manuals. I have no idea how to maintain them and Protech did not provide me with any instructions.
The entire time Protech worked on this shack, they lied to me about what I could expect. They didn’t even get plans to rebuild the house even though I repeatedly asked that this be done. I was told not to worry. I was told there would be crawl space access available underneath my dryer. There is not. My attic access was not replaced. The roof is not vented, though the roof of my home was vented. In fact, my home was hand built of hard wood. I know the man who built my home. He gave me my first nickname, Sputnik, because I would circle around him like a satellite whenever he came to do maintenance. Mr. Elmer Lambert was a very tall, broad Jehovah’s Witness. His wife, Ima, always gave me fruit as a treat, never candy. They were both gentle, kind people who taught me to appreciate their religion. JWs are smart and we can thank them for helping develop surgeries where transfusion is not necessary. I like reading their publications and still do to this day because of Mr. and Mrs. Lambert.
I had the cutest built-in cabinets in my kitchen. I could fit all of my “company” dishes, glassware and special cooking tools in that built-in. Needless to say, it no longer exists and most of my cookware is now in the garage, all that isn’t sitting on the side and at the back of this structure. Guess it doesn’t much matter as my stove is still not connected to the gas line because there are no cut-off valves installed. Just a capped pipe. The shelves are too small to hold my klediments, literally. My home measured 800 sq feet. This structure measures about 618 sq feet. Safeco sent an agent to measure the space after I reported to them that my home had been rebuilt and replaced with junk. My property lost value, but the property taxes tripled. My net worth took a hit, too. My home was and is my owned free and clear asset. Now, it is worth less, of poor construction, and I don’t trust it could stand up to a treefall like my 1923 Rambler Custom.
I have to thank Protech president Vince Paglia and his wife and, I believe, owner of the company, Kimm Paglia; his builder, Steve Willsey of Willsey Construction; and, of course, Kent Stiles of Safeco/Liberty Mutual for this destruction. How any of them are still in business, how they still possess licenses is a genuine mystery to me. Insurance companies owe a fiduciary responsibility to their customers. Safeco/Liberty Mutual has failed grossly in meeting their responsibility.
As I have said in the past, if you have Safeco or Liberty Mutual as your insurance provider, find another, fast. If you have a need for a contractor, do not contact Protech. You will regret it for the rest of your life if you use their services.
Yes, someone did walk off with almost all of my stuff. They took the home I lived in since I was 6 months old. They took the home in which I was midwife to my mother’s death. They took the home in which I and my mom raised my son. I had to give away much of my stuff to charity because I could not put it into the structure. The rest stands outside under tarps. It would decide to rain as soon as I have no place to store my things. My greatest loss is my library. Built over a lifetime and composed of a variety of texts, many of the books are in the garage, but I couldn’t open all 800 boxes that came back from storage, so some books were not located until after the rains had done their damage.
My library and my lemon tree…someone must pay for those two things if for nothing else. My mother planted the lemon tree to commemorate my son’s birth. It did not bear fruit until he was 19, in the same year as mom’s death. She did get to see that tree bear fruit and her grandson is a wonderful young man now. Protech cut down my lemon tree, with fruit on it, but left the tree hazard that started this entire fiasco. They are going to pay to have that removed, too.
If you have an insurance policy with Safeco Insurance, you should look for another provider. There is something terribly wrong with a company that is supposed to have the consumer’s trust but won’t answer questions, lies to your face, bullies you, and destroys your home with no consequences.
The low premiums lure you in. Just don’t file a claim. It took 19 days to get a response from Safeco after a huge tree fell on my home. Good thing my home was made of old, hard walnut wood, else I might be dead now.
Finally, an adjuster responded, sent an appraiser to assess the damage. He couldn’t make a full assessment because he could not see the inner workings of the house, the beams and such, so he called for an engineer. The engineer assessed the damages as being confined to my bedroom. No other rooms were involved and no damage was done to my workshop at the rear of the property. The amount needed to repair my home was set at $48K, detailed in a dated engineering report (Donan Engineering) with an expiry date of March 2018.
How did my bill come to $430K? Come back tomorrow and I’ll tell you.
Safeco/Liberty Mutual (avoid them) claims adjuster Kent Stiles will not provide the superseding document to an engineering report in my claim file. That report stated that only the bedroom of my home was in need of repair, and the check was cut for $48K to settle the claim.
Kent Stiles claims I have received all the documentation to which I am entitled, but I contend that if the first engineering report is in the file, why wouldn’t the superseding document be in the file?
Kent Stiles has had cooperation from many people in the claims department. The team that he is a part of is corrupted. He restricted access to my claim file for a slap year. Still, I won’t stop pressing this issue, telling my story, mentioning his name until I get his license pulled.
I have contacted the CEOs of both Safeco and Liberty Mutual. Contacted the CFO of Liberty Mutual as they own Safeco. No response.
Lately, I’ve taken to reporting the crime on their fraud email,
email@example.com. After my first contact, they had a member of the Presidential Service Team call me. She is the same witch who has been helping Kent Stiles cover up his thievery. So, I wrote them again, gave them a list of individuals involved, asked them to have those on the list never contact me again. The Presidential Service Team is supposed to assist clients to resolve issues with their adjusters, but they help the adjusters unless I’ve just had the misfortune to get hooked up with all the crooks at Safeco. I wrote a third time to give more detail about Stiles’ questionable handling of my claim. At this moment, there has been no response.
One of the crimes commited here is conspiracy to commit fraud. Then, there is the grand theft. Corruption of government inspectors may be involved as no building permits exist and code violations continue in effect. From the time Kent Stiles took over the handling of this claim from Trevor Haaswyk, the intention was to defraud, plunder the claim for as much money as possible.
I am so sure I am not the only one who has been victimized by these thieves.
Stiles manages the paperwork. He creates, alters, and otherwise manipulates documents to fit the needs of the time, whatever is needed to facilitate theft. His field adjuster, Nahal Mazandarani, was sent out to gain my confidence, survey the site, and act as if the lack of a foundation under my house was a thing significant enough to warrant the complete demolition and rebuilding of my house and storage shed, even though there was no structural damage done to the storage shed. All destruction, including the cutting down of my healthy, fruit-bearing, 31-year-old lemon tree and the decimation of all of things planted to support pollinators and clear the air around my property, following from there being no foundation was blamed on Building and Safety inspectors.
Somehow, Protech managed to rebuild this house with plans for repair, regardless of my complaints. It is no wonder I am now short 8 sq ft from my house, according to the company that came out and measured the objects on the lot to provide me with a premium based on the property standing here now, not my 1923 Rambler. Neither Protech nor Safeco notified anyone that this house and shed had been rebuilt. As this work was considered complete in December 2017, when it was abandoned by Protech and my family and I were forced in, I think the rebuild was never going to be reported. Plunder access point number one.
Tactics to which I was subjected during the commission of this fraud included bullying, gaslighting, lying, and stalling. Stall for time, drag it out. I was given an estimate of 3-6 months to complete the project. Why was I out of my home for 18 months, not counting hotel time? Protech invalidated their own contract by not completing my home within the estimated time frame. It didn’t matter how many complaints I lodged; they had a plan and were sticking to it. The crime is in the plan and the sloppy execution.
The second plunder access point was the $165K in personal property monies that went untouched throughout the claim. I didn’t save the insurance company any money, that’s certain. You’d think they’d care to know how these schmucks not only robbed me, but also them. When I complained to Stiles that the items for which he was being asked by the contractor to pay were nowhere in this house, he told me to file a police report if I thought things had been stolen from the site. He then made the police report disappear by giving the report to another adjuster, telling him to process it as a fresh theft claim. Stiles previously told me that he wouldn’t pay for the items I said were missing, but he sent the police report number and a list made up of items he told me were not covered to the new adjuster. That adjuster processed this new theft claim, charged me another deductible, and poof! the police report with Grand Theft on the cover, that details $75K worth of nonexistent items vanishes as a closed claim.
Because the relationship between adjuster and contractor is confidential, they can accomplish all sorts of tricks with no oversight. It is as if the relationship is sacrosanct. It is because of the nature of the relationship that Stiles and Paglia have likely done this job of work several times over the last 16 years. I know I am not the only victim, but I may be the only one to have realized what was happening and alerted one agency when the estimated 6 months of being out of my home was exceeded. Had to stick it out to the bitter end to really see what was going on. I am 7 months past the time I should have been talking about this, but it is only now that I am receiving paperwork from the Assessor’s Office and Safeco regarding premium renewal that I can see, clearly, how Stiles pencilwhipped me and my complaints out of existence.
My home is smaller and there are many things wrong with it that will necessitate tearing this mess down and starting again, this time with the proper documentation and proper procedures followed. Now, there is an investigation into fake inspections because not one building permit exists for this horribly rebuilt house. No building permits, no warrantys, no invoices, no receipts, except for fabricated ones. Nor were there supposed to be any. It was supposed to look as if Protech was only recently hired on to correct errors for which some other contractor was responsible.
I have 6 estimates for the same job. None of the final numbers match. I was asking for the return of the $80K Safeco paid Protech on my birthday, but I realized I must ask for much more because there is so much that must be corrected and paid for.
I entered into this contract in good faith, and have been treated nothing but badly. I am looking for justice for all of us who have been duped by these scoundrels.
